Apply the Dilbert principle, which alternativew is more likely? I have seen no evidence that anyone in this administration has any balls at all, and if they did, they'd chop them off as a token of "solidarity."

They're one and the same, no coordination required.

Most likely the DOJ and the Bidens/Admin have sat down and had this decided for quite a while,
they were just waiting for an world wide media moment to happen where releasing the decision by the DOJ would be overshadowed.
