In fairness, the police chief in Portland doesn’t really run the Dept. Portland has a very unusual set up in which the mayor is also the civilian police commissioner who is actually the head of the police department. While I have no doubt Miss outlaw leans to the left, even she found the actions of the mayor/police commissioner in Portland unacceptable on several occasions.

Can someone explain the duties of police commissisoner vs police chief? Is it the same job with a different title? Can a city have both?
