I don't think it's an indication of anything. Just like the Democrats file all kinds of gun control bills when they are in the minority, but somehow never manage to pass any when they have the power (including when they had the White House and a veto proof majority in Congress in the Obama years.). Almost everything that happens in DC is theater. It's cheap red meat for the base to pass bills in the House knowing they will go nowhere in the Senate. When the GOP had power in the Senate and House during the Trump years, they accomplished next to nothing.
Maybe I'm jaded, but color me unimpressed with their efforts.
