I need the background of a picture replaced with an all white background.

I *think* this is fairly easy to do in Photoshop, but I don't have that program nor do I know how to use it proficiently.

There are a number of online sites that will do this algorithmicly.

They are free. Google will produce more hits.

Wow. Just tried remove.bg. Works really well. Better than I could do with Photoshop without spending an hour on it.

I tried the https://www.remove.bg/ website and you're right! It works so good I guess I don't need a Photoshop pro after all.

GIMP will do almost anything you want but can be a bit tricky to learn to use

My go to image editor is paint.net. It has all kinds of effects, you can crop and rotate. Overlay layers. Add text.

https://www.getpaint.net/

Both are free. Both have no ad-ware. Both really good programs.

If you have a Mac; the Preview app comes with it & has those basic functions.
