Went back and watched it again.
The story was about illegal crossing of the boarder has dropped three months in a row.
Down 62% since its peak in May, since the President cut the deal with the Mexican Government.
So the news story does not give any clues as to what the video was showing.
Just seems to be stock video.
Your explanation would seem to make sense.
So maybe the video was showing that the wall does work.
Elk Hunter has obviously never crossed a boarder.
