Boots advised, no open toed sandals. I met a couple of college girls in an elevator who were wearing those and were absolutely grossed out at how their feet looked and smelled.

sourdough44We just returned from a trip South. Notable stops included Mammoth Cave, Jack Daniels Distillery, and the WW2 Museum in New Orleans.
Since near, we did a 9:00 P.M. venture to the 'French Quarter'. Bourbon Street is torn up a good distance, repaving & construction. The 13 y/o Son found it rather interesting. We had a bite at an eatery.
No issues with CC, plenty of people around at that hour.

RaiseHalDon't expect any kind of professional police force or any justice if you find yourself in a bad way. NO is probably the most corrupt city in US and fines from outsiders and legal extortion feeds the machine.
