If you read the (very, very short) article, it's not really clear that he was an informant as such - as sources of information for the CIA go, he might've been a couple of steps below Google.

I think my high school newspaper could have written a more in-depth story on the subject. Why would anyone assume Kim's estranged brother was not in contact with foreign intel agencies? Of course, he was! Read up on the guy who was once Kim Jong Il's personal chef. When you have people like that, who have up close and personal contact with otherwise super reclusive world leaders, damn straight, those folks will be hounded by lots of foreign intel agencies.
