Local TV station covered a Veterans Day salute at a cemetery which has various Veterans graves in it. The photo they used for the story struck me as rather “odd”. What do you think?

I like the sign in the background.

That’s my point. A Revolutionary War era volunteer Color Guard, with flag bearers and at least one rifleman (armed with a flintlock rifle/musket), are standing in front of a sign which clearly show a NO FIREARMS/WEAPONS AUTHORIZED logo. The cemetery is the historic Cave Hill at the top of Broadway; many graves of Union dead from Civil War are buried there.

Are we having a problem with shootings at national cemeteries that I'm not aware of lately?

The Rock Island (IL) National Cemetery is inside the gates of the Rock island Arsenal, a no guns allowed Army post. At the cemetery entrance is a sign like in the OP.

I've seen these signs at several local cemeteries. It never made much sense to me.

I suspect the person that chose this photo paid not one iota of attention to the sign in the background

Actually, the sign looks like it was photoshopped into the photo to me.
