Does anyone have a suggestion for the best FFL in Northern Virginia for a Transfer?

It really depends on your definition of best

Almost all of them are going to run in the $20-$30 range. Given the traffic in this area, the best is likely to be the closest. If the closest to you is in that $20-30 range, that’s where I’d go.

If I need to do a transfer, it's shipped to Vienna Arsenal...

Proven Arms in Woodbridge. They have their FFL info on file for all the big internet retailers so you can just have it sent directly to them without having to contact them first to have them send the seller a copy of their FFL.
