They pumped a crapload of groundwater and seawater into the reactors, trying to cool them after the control systems failed. All that water was immediately contaminated.

There go the fishing stocks. China is certainly in no position to lecture or object to this plan with the minature nuclear plants they have powering there man made islets in the south China sea..

The mostly used nuclear fuel rods still require cooling.
Water also is used as shielding for the radiation being released by the melted fuel rods.

Quick glance seems to indicate this is a fairly decent article on the subject.

Honestly this doesn’t concern me that much; after all, Japan will be closest to the dumping grounds and would be the most affected by it, and don’t seem that concerned. It will be soooo diluted in short order as to be nearly indistinguishable from natural radiation. The ocean is incredibly vast after all.
