Shocking disregard - Houston man gets 7 years for massive Spring arson that injured firefighter

The 2022 fire destroyed the three-story building, injured a firefighter and damaged a neighboring business and fire truck.

HOUSTON — A Houston man has been sentenced to seven years in federal prison for orchestrating a 2022 arson that destroyed a three-story medical center under construction in Spring and injured a firefighter.

Truong Quoc Duong, 55, was sentenced to 84 months in federal prison followed by five years of supervised release. He was also ordered to pay $3,581,983.67 in restitution.

Duong pleaded guilty March 3 to conspiring to maliciously use explosive materials resulting in personal injury. The fire happened Nov. 21, 2022, at a medical center under construction along I-45 North in Spring, near Rayford Road.

According to information presented in court, Duong drove Jason Rogers to the three-story medical center and dropped him off near the building. Rogers entered the building carrying a full backpack and emerged several minutes later without it. The two later met at a nearby restaurant. The fire erupted after both men had left the area.

Firefighters spent several hours battling the massive blaze. KHOU 11 reported at the time that heavy flames were coming from the second and third floors before the building eventually collapsed. Crews fought the fire defensively and did not enter the burning building. One firefighter suffered burn injuries and was taken to Memorial Hermann. The fire also damaged a fire truck and a neighboring car wash.

Authorities also found five grenade hulls, 188 firearm magazines, 14 silencers, 351 rounds of ammunition and 87 firearms, including two short-barreled rifles, according to information presented at sentencing. U.S. District Judge Lee Rosenthal questioned Duong's explanation for possessing the items, describing it as "challenging."

The court also considered the injuries to the firefighter, damage caused by the fire and its financial impact on the property owners and their employees.

In handing down the sentence, the judge cited Duong's "shocking disregard" for the danger created by setting fire to a building next to occupied structures and putting responding firefighters at risk.

According to court information, Duong owned a pet store in a neighboring strip center and rented the space from the same landlords who owned the medical center.

Investigators found Duong had stopped paying rent and abandoned the pet store before his lease expired. The landlords sued him, and birds left inside the store died as a result of the eviction. The medical center was set on fire several days later, according to information presented in court.

Duong remains in custody and will be transferred to a Federal Bureau of Prisons facility. Rogers, 41, of Houston, has also been sentenced for his role in the arson.

Plenty of folks out there overbuy guns and underbuy ammo (and training). They like the thrill of accumulating new guns, but only shoot infrequently. There are even forum members here - on a gun forum - who haven't shot their guns in years and likely have little ammo on hand, so you can imagine what that means for the rest of the population.

In addition, the average gun owner doesn't buy ammo in bulk or have stockpiles of thousands or tens of thousands of rounds. They might have a few boxes on hand, but it's common for folks to merely buy a box or two on their way to the range (or at the range), and then shoot those boxes. Every time there's a run on ammo (elections, Covid, etc.), I have friends hitting me up saying "I want to go to the range but can't find any ammo for sale and I'm out, can I buy some of yours..."

As for the magazines, he had 87 guns, so 188 magazines is only a little more than 2 per gun. Many guns come from the factory with 2 and sometimes 3 mags already. So that seems about right for the number of guns he owned.

picked up an estate from a guy 5-6 yrs ago,

he would buy a pistol, say a 1911, in the box or case, he was add a couple extra magazines with one round in each magazine, and a small plastic sleeve, if there were room, with the number of rounds a magazine would hold,

every gun we bought from him with the factory case or box was like that

I was focused on the minuscule amount of ammo vs everything else:
  • 4 rounds per gun
  • 1.9 rounds per magazine
  • Assuming 15 round magazine, only 27% of guns had enough ammo for full magazine

I've never had that mentality. 22 years ago, I bought my first gun after moving out of Commiefornia (i.e. all my money went to my mortgage so zero spare cash entire 3 years I lived there and the guns were neutered). I slowly grew my ammo stash of ammo by shooting 200 rounds at the range and buying 400 rounds on the way home from the range. Then, started buying ammo online 500 or 1000 rounds at a time. I had a nice amount of magazines, JHP, and FMJ before buying my 2nd gun.

Of course, setting fire to your landlord's building on the edge of a residential area already showed poor judgement.

^^ Pretty short, but it's in the range of Texas Penal Code sentencing guidelines of 5 to 99 years in prison plus fine up to $10k. The firefighter injury raised it to a 1st degree felony, but without the injury it would've been a 2nd degree felony with range of 2 to 20 years.

On top of that, he has to pay $3.58 million in restitution.

"188 firearm magazines" - That is a lot of back issues of American Rifleman. Definitely a fire hazard.

I definately have a addiction to magazines. And I blame the assault weapons ban for it. Paying 30 bucks a magazone for colt pre-bans made me that way. I probably have 200 ar and pistol magazines. My kids will have fun divying them up when I die!!!

Any person that would just leave animals to die is a psychopath that needs severely brutal removal.

I bet there's someone in that prison would tune him up daily if they had money put on there account.

I guarantee he thinks he's done nothing wrong.

The magazine quantity looked reasonable until I saw the gun quantity. Not a shooter. The ammunition quantity is just ludicrous.

Raypine Rd off I-45 feeder. Taquiria Arandas on corner and Wolfie's Sports Bar behind it.

ABC 13's original story of fire from 2022.. Happened on Monday of Thanksgiving week 2022 so perhaps you were traveling.

There was a time when I used to shoot 100-200 rounds of pistol ammo a week. To keep the costs down I reloaded 100-200 rounds per week. Now I shoot 4 Gun Skeet and my reloading bench has shotshell presses from 410 to 12 gauge. End result is lots of magazines and pistols but not a lot of handgun ammo made up ready to shoot.

I think what we may have here is a complete Moron who was also a gun collector. Unfortunately he is also a vindictive asshole who blames his mistakes on others. Bottomline is I think it would be a good thing if he's locked up for Life.

    I've stopped counting.

The guns and such. really have little, if any, bearing to the story.

Guy is a douchebag, pissy because he makes poor life choices and destroyed property, by arson, belonging to his landlord who evicted him for cause.

    That's the story.

They have 100% bearing on the story being on Sigforum. I never would've posted the story if that paragraph had not caught my eye.

Probably would've just texted the link to P250 as he's closest Sigforumite to the story.

I did not say the story did not belong on SIGforum.

And my post had nothing to do with you or you posting it.

I stated the guns and such have nothing to do with the person setting the fire.

It is an irrelevant bit of information as would be; "Authorities also found five Grateful Dead Tie dyed T-shirts, 23 pairs of tennis shoes, 14 bars of soap, 351 toothpicks and 87 dead insects in various places around the house, including two scarab beatles."

  • This may not be as ridiculous as it seems. Depending on the calibers of different guns. Say you have 100 different 9mm pistols. If you buy ammo at the range or on your way there, 1000 rounds isn't a terrible buffer when prices have been relatively reasonable and stable for several years now. You could say "that's only 10 rounds per gun", but it doesn't matter if they're all the same caliber.

Don't get me wrong, I'm in the 1000s of rounds camp and have been for many years. Just pointing out the logical fallacy.

DOJ's press release had two pertinent additional detail the local news didn't release:
    quote:
Authorities later arrested Duong with several 2-liter Dr Pepper bottles filled with gasoline and fitted with an ignition system he had designed. Investigators determined the devices matched those used to set fire to the medical center.
    quote:
The two later met at a nearby restaurant.

The fire erupted after both men left the area.
Sounds like he designed a delayed ignition device to give them the dining at restaurant alibi.
