A Las Vegas question unrelated to the event
Hopefully a local can answer my question.

On the southeast side of the intersection of Mandalay Bay Rd. and S. Las Vegas Blvd. are two reinforced concrete columns I guesstimate are 120'-130' high and about 6'-8' in diameter. Each one has guy wires attached to 4 large concrete bases.

Google Earth imagery shows them being built in June 2012, but nothing happening at the site starting in 2014.

What are they for?
A failed development?
Some new thrill ride?
The world's tallest goal post for Aussie Rules Football?

The cabbies I've spoken to say it was going to be an amusement park of sorts, or a few rides lumped together on that corner and there were money issues.

This came from Vegas cab drivers, so proceed accordingly.

It was originally going to be a large ferris wheel called SkyVue (similar to The Linq). But they ran into funding issues and it was sidelined - most likely for good.

This is correct. Both started about the same time and only the Linq survived.

After the success of the London Eye, everyone got on the modern Ferris wheel craze. There was supposed to be at least three of these monstrous sized Ferris wheels on The Strip. The Linq/IP update so far is the only one that made it. Like many other projects over the last 15-years in LV, they all ran into funding problems and thus, are monuments to bad backing; add it to the giant pile known as Fontainebleau Resort and Resorts World.
