The article is pretty poorly written. So, he ditched a handgun during a foot pursuit. Cited and released on $1,000 bond??????? That's too low a bond for convicted felon in possession of a handgun, and too high for CCDW. Then, while on bond, he was charged with convicted felon in possession of a firearm, and is back out on bond?
The young lad is not a convicted felon. Yet. But, it appears that he soon might be as he has been charged with two felonies in May 2017. He was cited for not following his bond conditions, which stated no guns because there was a gun involved in his current criminal case. My guess is that the circuit court judge will soon put out a warrant for young Lazaro for violating the terms and conditions of his bond. That $1k will become state money along with the rifle.
WILMINGTON, NC – After a month-long investigation, Wilmington Police arrested a validated gang member after tracking him via his electronic monitoring device and searching three Wilmington homes.
Investigators said they found eight guns, drugs and cash around 10 a.m. Thursday. They conducted the search warrants at 1008, 1010, 1012 S. 11th Street.
Rodney Kyshaun Bryant, 21, who was under felony probation at the time of his arrest, faces multiple drugs and weapons charges.

Police also said Bryant produced and starred in the Youtube video 'Roll Up Ralph', showing local gang members with assault weapons and smoking marijuana.
Knowing what one is talking about is widely admired but not strictly required here.
