The use of her nickname "Toria" in official government communication reminds me of third world country governments where government officials have celebrity status and are often referred to by their nicknames being that they're in the elite class and wield power. I also like in her congressional report that there are American representatives to prevent corruption. I read that as there are American representatives to make sure the US politicians who passed the bill to fund Ukraine gets their piece of the largesse.
