I've been involved in more water rescues then I can remember.

First rule never becomes another victim.

Reach, throw, go. Getting in the water should be the last resort especially if you're not trained. Lots of things can be thrown and used as flotation.

In Boy Scouts 50 years ago it was reach, throw, row or go.

I learned reach, throw, go with support in Boy Scouts 20 or so years ago.

I had a scary run-in with water in Hawaii on vacation this year, I was out in the ocean trying to to snorkel without flippers in water deeper than me. I was exchanging snorkels with my friend and kicking with my feet only while messing with the snorkel before I realized I was #1 getting pretty tired and #2 was drifting further out to sea. Living in Iowa without a pool, I'm not a strong or practiced swimmer although I know how to swim. Once I realized I was getting really tired I remembered to flip over on my back and chill briefly before swimming as fast as I could back to shore. This was a beach with no lifeguards and not a whole lot of people around. The fog of panic can get the best of you pretty easy.

Part of the training is dealing with a combative swimmer; you do not try to have a conversation, or otherwise pussyfoot around. We were trained (whitewater primarily) to make a fast approach from the rear and latch on fast, yelling commands to shock the senses all the while. Striking victims was not out of the question if they started getting grabby. We were also taught to dive for the bottom if they did latch on; once submerged, they will let go.

People in a panic lose all sense of rationality, and drowning is one of those primordial fears all mammals share.
