As guidelines, they are good. If the NYT, for example, signed on to these (as if) their rag might become something other than birdcage liner. But, the unwritten bit is 'what happens if this code is not followed' and therein lies the rub. Enforcement. If the theory is that in case of violation, the USG would fall on the violator like a ton of bricks, I would refer folks to the First Amendment, which did not (and does not) apply to other countries. So the occupation forces could legally enforce the code there, while the Constitution would prohibit such things at home. | |||

As long as there’s honor, honesty and integrity on the side of those issuing such a document, fine. Unfortunately those would be rare in today’s world, even here. This appears to apply only to the Japanese government. The US media would never stand for such a blatant infringement of their rights, assuming they know what “infringement” means. Notice the repeat use of the term “any propaganda line.” Communist meddling was the threat to be suppressed. Luckily, I have enough willpower to control the driving ambition that rages within me.
