Because you live in Texas? If you lived in the Bay Area you would be paying closer to $4 per gallon for mid-grade.

How much of that $3.19 is tax?
And building some new refineries might help.
Why do you think we need new refineries? Gasoline demand had peaked in 2006, and had declined until 2017, when the Trump economic boom began.
We had a refinery in Virginia. It was closed to lack of demand.
Now the US is exporting refined petroleum products, but we still have excess capacity
