I grew up during the Cold War and am quite aware of what the Soviet Union did in these countries in terms of oppression.

Monuments are touchy subjects for a lot of people. I can imagine there would have been quite a stir if the Confederate monuments had been painted in a similar fashion. Someone painting the face of Lincoln at the Memorial would face some serious anger.

Humans like markers, and statues.

Southerners were not evil. The serial rapists of the Red Army were. Raped their way to Berlin. Just as evil as the Nazis they were fighting.

I say destroy everything that the commies have erected. Then sell it as scrap metal.

I say the Bulgarians offer the Russkies their monuments back - at Russia's expense to take down and return to the Rodina.

Memorials are sentimental reminders of achievements, honorariums and propaganda devices. There's no doubt, the memorials erected by the Soviets served all three definitions, just not necessarily in that order.
The Bulgarians should be able to do what they want with those statues and Russia will learn to stop bullying their neighbors/former satellite states. Hopefully whatever decision they go with, it's a majority consent and not some 'progressive types' pushing their beliefs, thinking they'll 'drag their country to Western modernity'. Some countries have struck a balance: keeping the Soviet-era monuments/statues but, displayed in a minor, separate park, and not in a position of any prominence.
