For the bearing loads of the bolts holding up the bell, yes. However, the bell is cantilevered out from the wall, so it generates a moment that must be resisted by the top and bottom bolts of the bracket acting as a couple. Therefore, each top bolt will have a tensile force in it, when at rest. My concern would be how much dynamic loading might the wall receive when the cart is running down a track. In this case, the pull out force of the bolts could be quite a bit bigger than the static case alone.

The rails themselves aren't terribly bumpy. But the speeder gets transported back and forth on a trailer.

I would put a backing plate inside - 1/8" or thicker aluminum with the the 4 holes instead of washers. If you want one made I will make it for free in my shop because I believe in this stuff. I live in Western Mass and occasionally make things for the Shelburne Falls Trolley museum. Email is in profile.

That would be amazing! But I would happily pay you for at least the supplies. I know aluminum isn't cheap. I can even tow the speeder out there to make it easier to fit.
