What shame? That person will probably never feel shame--it takes moral upbringing and conscience to feel shame and quite possibly neither are present. The only way shame will be felt is if it is imposed by outsiders--mocking, ostracizing, degrading punishment (the stocks and pillory come to mind). Tar and feathers might work, too.

I am a big proponent of stocks and the pillory. I firmly believe we need to bring those kinds of punishments back, along with posting pictures of the miscreants in the stocks while citizens walk by and cast their disgusted looks at the scum. How I WISH people who did anti-societal crimes would be shamed in this manner!
