The first two responders got it right - a punt gun. It was used from a horizontal position in a punt (small flat-bottomed boat) to shoot at flocks of ducks/geese swimming on the water.

Agreed. I came across some info years ago about those guns. Not sure anyone fired them from the shoulder (more than once) but they were very efficient in bringing down lots of birds.
