Agreed, and it was a pussy interpretation to put this in a double-strike bucket. He did, specifically, stop the ball completely and return it in the direction from which it came. He just did it all in one motion. That they didn't DQ him means the PGA now has to clarify rules even further or this bullshit will be happening again.

The double-strike rule is intended to be a one-stroke penalty for being stupid enough to hit the ball again after already in motion but I promise you it was intended for inadvertent circumstance. Like a putt with a follow through hitting the ball again. Trying to interpret intent is always going to be hard, but they've sure as hell put themselves in that spot.
