You never know what a jury will give you (if anything), and you don't know what the trial judge will do with an amount the jury decides (the judge can change the amount at will), and what will happen on appeal. And, of course, you don't get paid until all appeal are exhausted or a settlement reached.

One thing for sure that we can take away from this and all the other incidents like this, is that bureaucracy HATES to admit a mistake. They will fight it to the last possible step and expend way more resources throwing good money after bad than anyone could justify.

That's because they don't make mistakes. They are giving you exactly what you deserve.

That's because it's not their money, it's yours. They'll use your money to fight you, and then if you win pay you with your money. I went through this somewhat recently with out school district and all of their covid nonsense. "Go ahead, sue us" Heads they win, tails you lose.

None of this will ever change until it actually cost those doing the harm.

Already happening. Policing is more risk averse than it was when this happened. Just this week, a bunch of cops didn’t go into a school because of risk aversion. They worried about “what if” they got it wrong, instead of just acting in good faith.

You are getting the exact police you are demanding. Be patient, it won’t happen over night, but eventually cops won’t do anything even slightly risky. And if that doesn’t work, we’ll eventually die off and because no one wants to do the job, you’ll win by attrition.

Well, until the feds “solve” the problem by installing unionized regional police forces.

You're sounding dangerously like you're not a civilian.

Everyone is responsible for their actions. People coming to expect the ability to escape the consequences of that responsbility, is a dangerous thing that's been getting out of hand for a while now.

If you can't, or won't, accept that there can be a distinction between accountability for misconduct and being thrown under the bus for doing your job (which is *not* a damn order of nobility, it is delegation of certain powers that can be rescinded) then you are identifying with the problem.
