In the Navy it wasn't unusual to see someone with a NAM (Navy Achievement Medal) or multiples of the award. The more senior in rank the more NAMs one would have, and the greater likelihood of getting a NAM for any multitude of reasons - end of tour, doing your job, being tight with a person that does the recommendations, etc.
A COM, though, was a rare sight, even on senior enlisted personnel, and is an immediate message to everyone that the person wearing it - especially if rank on the sleeve and not on the shoulder - is someone that knows their job and has proven it.

I am currently stationed in VA and live in Currituck County and work at a fire department here. We house medic 4 for the county i might know your daughter.
That she is able to exhibit sharp critical thinking is completely unusual in this day and age. The fact that she combines this with what is obviously God given talent is just extraordinary. Damn, you must be proud!
