I get the rolled up sleeves as if they are going to do some work. Some of these folks look ridiculous in the caps. At least none have appeared to turn the caps backwards.

A few probably wore a hardhat to go into the cordoned off area and now have helmet head so they wear a baseball hat. The lemmings follow along and wear a baseball hat too.

Most people actually in incident command will have their title on their vest (e.g. I was Operations Section Head when I was in Alaska), but I've seen a few who have their title embroidered on a hat.

Just because something is legal to do doesn't mean it is the smart thing to do.

Maybe to keep the sun off or prevent cold air on their head.
That's why I wear a ball cap.

I don't get the rolled up sleeves AT ALL. It's a stupid look that politicians like Beto O'Rourke try to pull off while making a speech in a hotel conference room. It doesn't make you relatable any more than John Kerry's Carhartt jacket made him a hunter.

As others have indicated, the Baseball Cap keeps the sun out of your eyes, so you're not squinting all day, and also keeps you from having a bad hair day, mitigating the effects of the wind, rotor wash, etc while out surveying the disaster site.

This couple seems to be able to pull off the look with Class, AND Grace! Just Sayin'... Cool

The agency's or other logo on a baseball cap, if present, makes the people stand out more in a crowd.

It keeps the sun out of your eyes and the rain off of your glasses, and it's fashion appropriate when wearing utilitarian clothing.

President Trump wears his hat almost everywhere because of his signature "MAKE AERICA GREAT AGAIN". Has nothing to do with visiting disaster sites or keeping the sun out of the eyes or protecting his hair from the wind.
