The United States opened its doors to more refugees on the same day an appeals court blocked the president's executive order banning refugees, although the administration said the moves were unrelated.
State Department official Jennifer L. Smith wrote in an email on Thursday that the U.S. was no longer bound by weekly quotas, potentially allowing double the amount of refugees to enter. Smith's message, according to the New York Times, went to refugee-assistance agencies around the world who shepherd refugees along the nearly two-year process for applying to enter the United States
A U.S. court of appeals on Thursday maintained a block on Trump's executive order banning travel from several predominantly Muslim countries. But the State Department's email, an anonymous spokeswoman said, resulted from discussions with the Justice Department about quotas for refugees, not the appeals court decision.
The Times indicated that the quotas originated from pre-Trump budget constraints, not the contested travel ban:
The department’s quotas on refugee resettlement were largely the result of budget constraints imposed by Congress in a temporary spending measure passed last fall. But when Congress passed a spending bill this month that funded the government for the rest of the fiscal year, the law did not include any restrictions on refugee admissions.
Refugee groups suspect the State Department's decision could prompt more than 70,000 refugee admissions by September.

"Office of Refugee Admissions" is where she works but nothing about authority.
My guess is she's an Obama holdover that wants to get the US into a position where we have to take more refugees.
