| A three way switch can have only one dimmer switch in the circuit. The other switch(es) must be a regular 3(or4) way.

Those are not multi location dimmers. So programing is not the issue. You can only have a single dimmer installed, not dimmers, so you need to remove one of the dimmers. Having two dimmers would not prevent them from dimming so that's not the problem I don't think. I'd just replace one of the dimmers with a regular switch and return both then buy a single new unit. The only thing I can think of is either you shorted out or previous customer did then returned it. Did you wire it hot or have a breaker trip restoring power? If a ground touched any of the wires while energized then the dimmers stop dimming.
