I have a few ideas I'd like to see about selling to GPS companies and training tech companies for LE/Mil. My concern is submitting the ideas and not having someone else make millions from it.

Has anyone ever done anything like that and if so, how did you protect yourself from getting ripped off?

I'm an intellectual property lawyer. I'd be happy to talk you through it. Hit my email in profile if you want to talk.

Take ArtieS up on his offer. Or hire a lawyer. If your ideas are genuinely valuable, you need the legal help.
