If real life Emil Fouchon’s were operating in that area, then I suspect their clientele was not procuring their services because of some political bent on the part of the clientele. Saranevo was at that time a chaotic and victim rich environment with plenty of opportunity for those with the means to indulge their twisted murderous impulses with seemingly little risk of consequences. Even the Italian investigative journalist that filed the original complaint said as much:

My wife worked as a paralegal for a defense attorney in West Virginia. Having heard about some of the cases that crossed her desk, nothing people do surprises me anymore. While I don't wish for Para's comet, I am holding out hope that one of these solar flares will cause a world-wide EMP event.
