Always learning here. Never saw such a set but it makes perfect sense.

There are similar devices, looking like half a boat propeller, that work like an anvil to take dents out of propellers. Now the prop would typically just get replaced. Not so in the past.

There is a similar tool called a snarling iron that copper working artists use when working on hollow objects such as a vase. Very similar in action.
