It should be “TIC” for troops in contact. A report of verified contact with the enemy. So this guy’s saying use you recon assets as opposed to just wondering around until you get into a TIC. “Movement to contact” is a formal infantry operation type where you literally do just that. You think the enemy is that direction so you head that way until you get into a fight.
