Go where you would be most happy.

Someone happily doing there job beats an unhappy worker all day long.

If you want to continue to advance after reaching the GS-11 level, I would choose a location that has the greater number positions at grade 12 and above.

Iowa is not that bad, 98 or so generally neutral to conservative counties....and Polk where Des Moines sits. You only need to go 20 minutes in any direction from Des Moines to get into pretty conservative areas. One of the fastest growing areas in the country. LOTS of IT jobs if you get out of gub'mnt work, Microsoft and Facebook both have servers here, I think Google is building too. BIG insurance presence. Not so sure about Wyoming. Wyoming would be far more scenic though. FAR more scenic.

I'm going to have to move for a 12 spot anywhere I want to live anyway.

It was going to be Garner or Iowa Falls, living in Ames or Ceder Falls. I'm leaning toward WY at this point, ND as a close second.
