No, he had just bought the car and never put plates on it or hadn't yet. The car was staged some 3 blocks away from the blast and while windows were blown out that far away, it wouldn't have torn a license plate off or the car would have been pretty messed up generally.

Smart enough to pull this off but not smart enough to have a tag on the car and avoid easy capture.
