Another place that the police should vacate and fence off.

Give them 30/90/365 day benchmarks to assess the success / failure of the students decision.

Agreed. But, when they step out of the fenced in area and try to perpetrate the same activities, they should be faced with a penalty so severe that it stops repeat offenders.
