Perhaps the best tactic would be to remove the incentive to harbor illegals in your city/state.

Simply remove illegals from census counts, and, if you continue to harbor them in your state (we're looking at you Gabin Newscum) then the total census count is reduced by the estimated illegal population in your sanctuary state.

Then tie funding to the census, so you lose federal funds for every illegal you allow as a pct of total population. So 10% illegals, you lose 10% of federal funds.

Make the hiring of illegals a federal felony with automatic minimum sentence of 10 years for business owners, perhaps even the forfeiture of the company ownership to be marketed for sale or auction.
