I prefer the second from the left (toggle bolts) for heavy or abused (towel rack) stuff. It is an uglier installation, but it is darned strong. The molly bolts posted by Woodman are great unless they strip or have a problem, then you are stuck with the damaged frame in the hole. With a toggle bolt, worst case scenario you unscrew it until the toggle falls down inside the wall and start over. At least the hole is free.

Woodman recants his earlier position and now supports the Self-Drilling Drywall Anchors. I've used them lots of times, you're supporting static weight, and you're not hanging a forty pound mirror.

Another idea:
Glue short piece of dowel rod in hole "gorilla glue"
Attach Bracket with wood screw.
