On windows 10 I am having problems getting a full screen when accessing VA medical, some IRS sites, & TN Sec of State sites. Different partial pages come up at different times. This has been going on for about a month. Sometimes I can access after deleting history. What is a permanent fix?

This sounds more like a browser issue than the OS, maybe try a different browser? All of Chrome, Firefox, and Brave are free to download and use (I'm sure there are many other worthy candidates, but I haven't explored this space in years).

As a CPA I have to access many IRS, about 25 State government sites, & the VA for my personal medical. The problem seems to occur on some goverment sites & Lowes. The screen may not appear or may appear partially. Chrome is required on many government sites.

You are right many govt sites require chrome. While I have not your particular problem I have had to use Firefox to get some applications to work properly. As suggested earlier see if Firefox works.

Ctrl+ and Ctrl- for the same effect without the scroll wheel.

Also, maybe try F11 for toggling fullscreen?
