Have lost 4 of these [plastic] to wind, all plastic versions.
First one was mounted on the wood veneer on our front porch, prior owners. The last 3 are mounted in the brick between our garage doors.

Anyone have a cost effective, metal option, preferably with a 'keeper' screw to tension onto the flagpole.

Have this one, up 20 years, held up well, even in FL with humidity, heat, rain, hurricanes, it's adjustable so thats nice..

I got a special one because I needed a 2", 8' long pole to hold a bigger flag. Don't remember the brand. It is doing well, though. Probably not what you're looking for, but if it is, I'll try to discover what it is.
