There is no reason for any moderate Democrat to campaign in CA.
Biden likely has an easy road to the nomination without CA and there are likely enough moderates liberals still in the state to give it to him anyway with little to no effort.
He avoids the bad press and it's not like that shit-hole will ever go R / Conservative. So he's spending his money wisely by staying away until he has to go there.
