MS Publisher can be purchased as a stand alone program from Microsoft.

Will it install and run without creating a MS account?
This is for my home PC and using it to create flyers and newsletters.

Most likely No. I don't use an MS Account to log in to any of my personal Windows 10 or 11 computers. I am still using MS Office 2007 or 2010 on my computers. I have however installed many stand alone versions of office 2013, 2016, 2019, and 2021. All of those required an MS Account to initially activate your product code from, download the installer, and then install. Once installed you will have to log in with the associated MS account. I am guessing that MS is planning to go full on SAAS with the next iteration of Office. I haven't installed a stand alone version of Publisher but would guess you will need an account.

That wasn't my experience, but I was buying the download versions from Amazon.

Yeah, I was conflating having to use a MS account with having to have a MS subscription.

All Office programs since 2013 have apparently required you to at least log in to a MS account, even if you own them outright and not as part of an annual Office 365 subscription.

Gotcha, yeah 365 is subscription based.
