Appropriate agenty to report scammer?

A guy on another forum is trying to scam our membership. He has been sending out images of an Illinois firearms owners ID card as proof of identity which is blatantly a photoshopped image.

My first thought was to report him to ATF, but he's not trying to buy a firearm, he's trying to scam people by listing guns for sale. His IP address ( 165.227.22.7 ) is in Santa Clara, CA.

What agency would be the appropriate agency to contact?

the Illinois state police would be the one I would go for. They issued it.
