It takes 38 states to ratify a Constitutional Amendment. In other words, this is DOA.

I'm sure CO is already all-in.

But it doesn't matter how long it takes. Once a State has voted for ratification I don't think it can be voted back. It may take a hundred years but once the threshold is reached it becomes an Amendment.

Yep. Having 51% of Congress is very different from having 76% of the states.
