The statement was made by General Amadou Abdramane, Chief of Staff to the country’s leader Abdourahamane Tchiani, during a rally, according to Le Figaro.
The decree on general mobilization in the Republic of Niger was adopted at a meeting of the Council of Ministers chaired by Tchiani at the end of December last year, according to the pro-government outlet Lesahel.
According to General Ibro, the mobilization was declared to confront France.

RogueJSKJust more posturing and saber-rattling by these Russian-backed totalitarian military juntas. I highly doubt they're going to attempt actual military action against France.
Niger, Mali, and Burkina Faso were all taken over by military coups in 2022-2023, after which they banded together in an anti-Western alliance, expelled French, UN, and US troops from their countries after decades of cooperation (especially recently where we had been helping them fight the Al Qaeda-backed Islamic rebels in the region), and they then immediately turned to Russia for military support and equipment.
They've since been using Russian soldiers, military assets, and mercenaries to retain control of their countries, including torturing and slaughtering civilians.
And they have taken to blaming France, the neighboring African countries, and Ukraine(?) for anything that goes wrong within their countries.

Today, France suspended one of their Olympic hockey players for fighting in an ice hockey game.
The French player fought a Canadian player(Tom Wilson). The Canadian team cheers and supports Tom Wilson. The French team suspended their player.
While fighting is not allowed in the Olympics and doesn't happen often, it's still hockey. Both players were penalized during the game. That's where it would normally end.

tatortoddThe reason major world powers pay attention to a poor, landlocked African country is that Niger has one of the largest uranium deposits in the world. Their uranium company is French owned and it's likely a step from the ruling military junta to "nationalize" the uranium company.
France granted independence in 1960 and they've had 3 generations to have a go of it. Instead, 8% of their populations is enslaved, they've had 5 successful coups, at least 2 unsuccessful coups, jihadist insurgencies, and 7th worst literacy rate on the globe with only ~38% percent of adults can read (actually a 1 generation improvement from 14%).
BTW, I call dibs on France's once dropped German-made Heckler & Koch HK416Fs.

corsairAside from the French surrender jokes, they're one of the very few country's military in the entire world that can project power and field an expeditionary force, as proven when they went into Mali and surrounding areas dealing with terrorists and overall insurgencies
throughout the entire Sahel region, which includes Niger. Also remember the US had a couple of SOF airfields operating out of Niger for nearly a decade until
3rd Special Forces got caught-up in an ambush in 2017 resulting in 4 killed.
