Sold a rifle and the guy wants the powder to go with it. I am not a certified shipper and the fine imposed if caught is hardly worth the effort. Any way around it?

FTF transaction, break the law, or pay the hazmat. Those are your choices.

How about just send him the money to buy his own powder?

I can tell you don't reload. There is no powder, bullets or primers available in the whole country. All materials are still being used to try to catch up with ammo back orders.

Sigcrazy: I am gonna call UPS from what I have read, it might just be a fee and proper packaging?

But there are powder, bullets and primers out there. The people I shoot with every week are getting them and I even got 16 pounds of powder a few weeks ago. I get emails once a week or so offering bullets are pretty reasonable prices. Primers turn up almost weekly at a couple of places in the area.

Tell the guy to go get is own.

Maybe I should explain further. The powder I have which shoots the best in this rifle is Wihta Vouri N-140 not alot of places stock that brand of powder. He also said that powder in his area was scarce.

If you find a way, let us know. To the best of my knowledge you can't ship hazmat unless you're a certified hazmat shipper. I asked at our local UPS hub if there was a way to do it and they told me they couldn't even handle it at the hub.

Your only hope legally is having someone hazmat certified to ship it for you. I'm UPS hazmat certified and can ship powder but I'm too far from you to help.

Of course we can talk later about the right Glock to buy with the funds from the OP's sale, but right now we're talking about shipping.

Obtain a quote for the haz shipping (might be around $40) and send it to him, if he wants the powder included in the sale just ask him to pay shipping on it

There is no haz shipping for anyone not certified. Heck, most FFLS I know aren't hazmat certified since they don't want to deal with requirements to get that cert. It only took me about 4 hours to get certified but it is a pain.

This is 100% accurate. You cannot ship powder or primers unless to are licensed to do it. There are no options to use a hazmat proxy.
