“Inside the Beltway” lies the deep state. The vast majority of the civil service are there forever. Impossible to fire, overwhelmingly democrat and liberal. The public school system in the District Seems gear to producing people that can pass the Civil Service exam.
During Desert Shield the District National Guard was mobilized and moveD to Ft. Belvior to prepare for deployment. While, on paper, the Guard was trained and their equipment ready, the reality was far different. The unit never deployed.
We used to joke that the only thing that worked well was parking enforcement. The District has zone parking and uses high tech plate scanners. If you plate is read twice in a zone you get a ticket.

It'll play very, very well among the Dem faithful even if the whole Handmaid's Tale pageantry thing had absolutely no effect during the Kavanaugh confirmation process.
