Regarding whether or not a confirmation should be attemped now, there are 2 (2) significant differences between the situation now and what existed when Garland was nominated:
1. (and this is what McConnell has mentioned) when Garland was nominated there was a Domocrat President and a Republican Senate.
2. (and) when Garland was nominated, the President was not able to be re-elected (Obama was at the end of his 2nd term); that is not the situation this time--it is entirely possible that President Trump can (and will, I think) be re-elected.

I also think another point is Trump and Republicans can state given the times we are in, they believe its in best interest to fill this seat for in advance of the election or as soon after as possible to ensure its a full court should they be needed for the election
