Should a person be able to get a print out of the notes and or cell telephone numbers in their cell phone ?
Plug in a cable, go to the directory, push print and out comes a hard copy .?

Yes. You are able to export contacts and open them in third-party software, in iOS and Android.
It's a few more steps than described in your post.

With iOS, if you have a Mac/iPod and an Apple Account, you can sync your Contacts between devices, and print from whatever device you choose. No "special" steps required. It appears to be the same or very similar in the Android/Google world, and I wouldn't be at all surprised to learn you can do iOS -> Google or the other way around as well.
