Theres a buncha those up in your area, one of the wifes agents has them walking around the neighborhood, we have gotten a few coyotes here, as development has encroached into areas that have been natural for decades.

That'll earn a homeowner a ticket in our state. This makes a bear into a dangerous bear. Similar to leaving trash out where bears can get into it and become trained to associate people and homes with food sources.

Seriously, simply having a bird feeder out is illegal in AK due to possibility a bear might eat the bird seed?

The least they could do is provide lo-cal bird seed. Well, that and buy some hi-cal home protection.

We don't have a winter bird feeder. Only a spring and summer hummingbird feeder. Yogi had better keep his paws off it.

Having a bird feeder outside with feed/seed in it, during months that bears are typically awake and the shoulder seasons, is highly discouraged.

Here is a link to an article by AK F&G discussing an overview of how the regulations can be applied and the discussion surrounding bird feeders specifically : LINK to AK F&G Site Article

EDIT TO ADD:
Basically, if your actions cause an animal or person to be injured or killed, the person or homeowner who placed the attractant (specifically bird seed, garbage, etc) is held responsible.

Some relates to an errant dog, how do you handle it? A dog barking & snarling can be handled, maybe not by all.

It’s kinda similar with a bear. He’s over there sniffing around, just doing what bears do.

I'm in suburban CT - bears visit all the time. I've seen fox and coyote, and sometimes hear the fisher cats in the neighborhood too.

We have bird feeders, but enclose them in electric fence. The one above touched nose to fence, and left immediately.
