I'm not familiar with this story.
1. Sounds like (some) vets have had their 2A rights revoked? Or at least they need to choose between 2A rights and VA services?
2. Whatever #1 is, why the loss of 2A? Reasoning?
3. Seems like the law in context seeks to restore 2A rights that were lost in #1? Correct?
4. Assuming #3 is correct, why is the VA guy indicating non-compliance? Reasoning?

1) my understanding is that vets with ptsd get 2a revoked cuz they're thought to be crazy and of harm to others

I love this. If I am troubled by some long ago bump in the night and 'see someone' to keep me from getting goofier than I already am, I am at risk of losing the right to keep my one remaining firearm, disabled, locked up, unloaded, and buried in cement in my basement as it is.
Gropy Joe can be drooling, bat-shit, non-combos mentis and have the launch codes for the end of civilization as we know it. Doesn't seem fair.
On the other hand, this guy is probably saving the government a few bucks by reducing demand for a service we owe veterans in need of it. Fuck around with it and men don't get the help they know they need because they don't want to pay the price. So they put themselves at greater risk and nobody cares.
I think it's too bad that he doesn't recognize himself as being a perfected model of a bureaucratic ass-clown.

I saw a clip of the exchange. My understanding is that this goes back to the “if you have a fiduciary help manage your finances, you are put on the denial list for NICS. VA’s rationale for non-compliance is that they have discussed this with DOJ and FBI, and all 3 believe this to be the correct and proper way to proceed.

If true that DOJ and FBI recommended non-compliance to the VA, then this is even worse. Outright defiance of Congressional intent.

No, not crazy. As people age, sometimes the ability to manage things like checkbooks and other aspects of daily living goes, sometimes on a temporary basis, like after a spouse dies. VA offers a service that helps with this, almost like Visiting Angels. It's been VA policy to require these veterans to sign away their 2A rights in exchange for these services, much like the FBI intimidates people into signing away theirs in order to avoid prosecution for bullshit crimes. Any least, that is my understanding.
