No. This one involved another driver that was not part of the movie, an innocent by-stander for lack of a better word, and the footage was used in the released movie.

Correct. There's an interview with Gene Hackman on YouTube. He says that the police closed the streets, but apparently some people inside the perimeter didn't get the word and got in their cars and started driving. One of them pulled out in front of him and really made it a great scene.
